I would go for something like this partly because we don't actually know that "fees" have been paid. Technically, receipts are given for anything and it could be that they have received birth certificates to authenticate for instance. Fees are not mentioned so there is no need for this anyway.

The word 'notation' can be used instead, in case 'annotation' might suggest something too literary to describe a footnote which appears at the end of a certificate.
(Le mot, 'notation' peut être usé au lieu d'annotation au cas où de l'annotation puisse être trop littéraire pour décrire quelque chose qui se trouve au but d'un certificat.)
