@ All This sort of error is not at all uncommon amongst uneducated writers and/or non-native speakers, who have a feeling there should be some commas there somewhere, but aren't actually quite sure why, or where to put them.
It is also possibly a left over from some earlier editing.

Euh... c'est ce que je dis (à cette différence que je traduirais "Bien que les pratiques exemplaires déconseillent de confier..."). J'ajoute seulement qu'il serait prudent de vérifier qu'il ne manque rien qui ait justifié ces bizarres de virgules.

@Germaine Pour moi, si on enlève les 2 virgules, la phrase a tout son sens : même si, grâce aux bonnes pratiques, nous savons qu'il est déconseillé de confier l'élaboration d'indicateurs à un comité, celui-ci pourrait quand même intervenir à un moment donné

Soit on enlève les deux premières virgules, soit il manque un bout de texte entre While et sa virgule pour que cette phrase ait un sens. En tout cas, je vérifierais avec le client.

"tandis que" is fine also. "Bien que" also requires a subjunctive and one tends to avoid subjunctives in meeting minutes, if possible

Yes the sentence only makes sense without those two commas. I see a slight nuance Vs even if / although. While is more 'tolerant ...

Do note that the commas around 'best practices' are wrong and tend to lead to mis-reading.

Here, the sense is rather 'even though' or 'although' or 'despite the fact that', and I feel this idea is best conveyed here by 'bien que...'

Interesting comments about 'although' (and yes, aware of the subjunctive issue, I had also considered 'même si...', which to me always conveys 'even though' = 'although' — I would never say 'although' implies any conflict

Cf.: "I like chicken, although / even though I also like beef" — no specific contrast implied.
"My wife prefers lamb, while I prefer beef" — contrast emphasized
