خطوات (أو إجراءات) تعاطفية أو متعاطفة

The English sentence is vague. What sort of "difficult tasks" or "compassionate actions" are they talking about? Why are the two paired together as if they are somehow related? Why is it that tackling these and taking those would be considered "trustworthy"? And who is the "other" in the "other's point of view"? I am sure they have their reasons for writing such a statement, but the reason is not transparent from this fragment. It would help to know the topic of the piece from which this sentence was taken. I could perhaps guess one possibility or two, leading to the possibility of translating "to take compassionate actions":
