It's not caramel because it is made with milk and its not butterscotch because it's not made with butter so I would describe it as "goat's milk caramel", just as dulce de leche is sometimes translated as "milk caramel". I would leave out the word "sauce" because it's not only used as a sauce, its also used as a filling or a spread.

Sometimes they just call it "caramel topping", but that sounds like a dessert or sweet, whereas "sweet sauce" sounds better to me for savoury dishes as well as sweets.

In English it is sometimes called "milk caramel sauce". I do not know how extended the use of the term "cajeta" is in English, but Dulce de Leche is quite common, both in USA and UK.
Even Haagen-Dazs have a "Dulce de Leche ice cream".
You also have salsa de dulce de leche, which is a sauce made with dulce de leche and other ingredients, like milk, butter or cream, to make it pourable or richer.
So you could be talking here as Cajeta Sauce or just Cajeta.
I am confused because the link you published does not say Salsa de Cajeta and there is no context in your initial post.
As for the origins, various countries claim to have invented it, Mexico, Chile, Uruguay, Argentina and even France, for instance, so you can spare us your irony.
There were no patents for food at the beginning of the XIX century.
