This is used widely, sometimes with "special" in quote marks. As in, "'Special' children are a gift from God."
For a while "special needs children" was put forward as a euphemism, but evidently there's been a backlash against it, in favor of simply "disabled." Nonetheless, it's very widely used in policy statements, school documents, etc.
But for a positive characterization or euphemism, plain "special" or "differently gifted" are options.

Thanks, David. It's buzzing around in the back of my mind that there's some prettier metaphor (euphemism), but I can't come up with it. / Ha! Thought of that, too, and rejected. Here on the fringe of Appalachia, that's "tetched."

As I noted, "special needs" has been used in official contexts, but has encountered a backlash, making it less "politically correct." Meanwhile, we're looking for something more positive and poetical. But we don't easily find that in English usage.

: To my admittedly non-native ear, 'special' (perhaps even more so when used generally - i.e. 'a very special boy', no disabilities implied) always had that patronisingly saccharine note. Which is PRECISELY what "солнечный ребёнок" sound to my native one!

Thanks, Boris. Yeah, it does have the saccharine tone. And for sure it's used generally, as in, "Every child is special." I guess that's why some people put it in quotes when using it for kids with a disability.

: Be careful. C of the S has been: translation of Gorky's "Дети солнца"; group of decadent literati in 1920s UK; title of a dozen pop songs. Its use for DS kids seems to be on sites by Russian speakers. Plus, asker wants a broader expression than only DS.

: Confusing. Most people will not understand this. "We are all children of the sun" is a popular quote, which refers to all people being interdependent and connected. Has nothing to do with learning disabilities.
