selangkah demi selangkah

The phrase has been used here as a pun.

Firstly, the literal meaning is something like "strictly following the steps in order (with no imagination or deviation)".
Here is a good definition:
"In a strict sequence, step-by-step; also, mechanically. For example, The only way to assemble this computer is to do it by the numbers, or Writing a novel is not something one can do by the numbers. This expression has nothing to do with actual numerical figures (like by the dozen) but uses numbers in the sense of a strict order or sequence."

Another, similar, literal translation might be "by following all of the applicable rules", given that rules are often numbered (e.g. "Rule 22 says ...", "According to part 1 of Rule 93 ...").

Secondly, revenue obviously deals with amounts of money that are expressed in ...numbers!!
(Besides which a lot of [numbered] legal rules would probably apply to the accounting side of things too.)
So it's a subtle kind of joke.

In fact it might not even need to be translated in some circumstances. I.e. it might be better in some cases to completely omit the joke, if the literal meaning doesn't really seem to apply very well in the translation.

sesuai/dalam rumus bilangan

D.I. Verrelli said it all and he said it very clearly that 'by the numbers' is a pun! And here comes the problem! 'By the numbers' is used both in a 'majas' way and in a 'harfiah' way. Very tricky indeed. And hard too.

It just came to my mind to suggest 'sesuai/dalam rumus bilangan' to translate 'by the number'. Sesuai/dalam rumus bilangan may be interpreted as 'done in a clearly defined, specified, structured and exact way' according to 'rumus' of numbers and it surely uses numbers!

I would translate "Company Revenue by the Numbers" into "PendapataN PerusahaaN Sesuai Rumus BilangaN" to maintain the rhymes 'n' too.
