Not sure what exactly "الفعل" refers to, since the context gives 2 punishments for giving false testimony or falsifying or altering an original testimony, "unless the "act (الفعل)" itself is a more severe crime".
It seems to contradict itself, i.e. the text gives 2 punishments for an act, but then states "unless the act itself is a more severe crime"...?
