Spanish to English Bus/Financial Management
From a survey of employees of a Mexican branch of a Financial company. Quite a few typos. The question asked was whether there were any other comments to be made. Sorry there is no more context.

los lideres de [empresa] estan caducos y ciclados y llegan gerentes in expertos de [empresa 2] todos son unas perswonas que se burlan y que truncan a los nuevos por eso hay tanta roracion es un asco de pesrsona mi gerente me rayo mi madre nunca me habioa pasado es lo peor que me a pasado ern mi voda este empleo la herramienta falla cada ratos no hay lineamientos ni polotocas claras nada al promotor nadie lo respeta ni da lugar te habientan con la tablet y no preguntes nada asle como puedas

Llegar a ser = become The person who filled out the employee survey is very upset and the entire passage is rife with errors and unintentional omissions. Llegar as simply "to arrive" is of course also a possibility here, but more context would be needed to determine that. Specifically we need to know why two companies are being discussed, how they are related, and how this relates to the employee who is filling out the survey.

for fun I'd like to try to translate The leaders of (first company) are obsolete and recycled and become unskilled managers of (second company). They're all people who make fun of and undermine the new employees and that's why there's so much turnover. My manager is a nasty piece of work, he went nuts on me. Good grief, that has never happened to me. This job is the worst thing that's ever happened to me in my life. The tools break down every other minute, there are no guidelines or clear protocols, nothing. Nobody respects the promotor/developer or gives him a chance. They [talk to you?] with the tablet and [tell you?] don't ask questions, just do what you can.

Ciclados sounds like "cycled" but given that it appears with "caducos" and there are many typos, I could imagine that they are saying the leaders of the first company are obsolete and "recycled" into the next company into higher positions.

transferred from, reassigned

The mention of them coming from empresa 2 leads me to think ciclados refers to an on-going movement of poor managers transferred / reassigned from empressa 2 to this employee's workplace (perhaps instead of being fired).
