I don't know the full context of this article, but the expression "to work the floor" means to network and make contacts at a business gathering or party.

the slutty waitress reference would call for a more vulgar and more precise description of what she's doing in her "work the floor", namely that she's selling her charms to get good tips. In this sense "faire sa réclame" would approximate, with a change of aspect, the feel of "work the floor".
