This is NOT Creole when listening or reading Creole you can recognise (mostly) corresponding French words, but there is no way to mistake it for French.

"basse" is some kind of local jargon, possibly an abbreviation for a term containing "basse" like "maison basse" (or "terre basse" or ???) or a local jargon for (some type of) "plot of land".

Someone from Haiti would know it for sure, we can only guess.

No, it is a transfer of ownership!!! Most of the French is written is a strange way not to say the wrong way. Nothing is mentioned about the thing or house ... to be transfered but that it measures 17 m
