: Yes, 'consolidation' of selected pleadings/evidence etc. from one case with those of another, as distinct from a 'joinder' which has the effect of amalgamating cases as a whole. 'with the bundle' is superfluous.

: Joinder is done by a party; consolidation is done by a court. In both instances, whole cases are being heard together. I’m not sure if “consolidation” would be the term here, but it certainly is not joinder.
