It describes a "Caton phenomenon"; when you click on the CN version and put it through GT, it will mention "stuck" or "stuttering".

First thought about something taking too long to load or not responding a.k.a. crashing. See also:

Then it came to me: Just put "caton" in GT and have it translate the word into Chinese. It'll come out as 卡頓. That, according to the first Ghit I found, means "lag" in English. I guess in the context of frame rates, we're most likely talking about latency.

Regarding 'catons' = 'no blur', I wouldn't really expect so; frame rate is not really related to 'blur' (except in cameras, where 'motion blur' is involved).
I think the 'cartoon' idea is more promising — as I originally said, 'not jerky'. If someone has approximate EN, they might pronounce 'cartoon' as 'cahtoon', whence the incorrect spelling; the incorrect distinction between long vowels and EN double vowels is a mistake often made by non-native speakers.

@ Asker First of all, do please note that this text is clearly not native-speaker EN! As such, this unfamiliar term may be either wrongly used, or possibly even wrongly spelt.
It's not really clear quite what it is intended to mean, but from the context, one might guess it means 'not jerky'.
It might help if you knew what the original source language was?
