neutral TargamaT team : On what basis do you say that? It is not a guess, I was a student in Syria, and this is a Syrian document. When a student starts his year he is a newcomer or he had failed in the exam of the last year and he has to repeat the year

راسب , in terms of exams, means failed the exam. So if they are talking about a university and results (نتيجة) then "fail" makes sense. And one definition of مستجد is اِسْتَجَدَّ الْمَوْضُوعُ : صَارَ جَدِيداً so the student is "renewed," i.e. not failed.
