agree Daryo : ... soulever **avec ses doigts** ... // Yes, "scoop" describes a hand movement, in essence the same "passer le(s) doigt(s) entre le corps et le vêtement" that could be used anywhere on the body to adjust the position of ANY kind of underwear.

un léger rembourrage placé dans le fond du bonnet

Mettre en avant les bénéfices apportés par un léger rembourrage placé dans le fond du bonnet ( sur la partie externe du sein de la cliente ) à une silhouette plutôt fine et sans relief.
La partie « outside of the customer breasts » me paraît un peu superflue dans ce cas. Je suppose qu’il s’agit d’un soutien-gorge genre push-up, destiné à faire paraître plus volumineux des seins de petite taille.

Last one, I doubt that they had this slang in mind when writing this selling manual, but it still explains quite well what is meant by "scoop" in the ST:
