You haven't said what this is a drawing of, but it sounds like the numbers may be dimensions, perhaps in millimetres. Could the H be hoogte?

rotations per hour is, indeed, apropos, but....
another instance is CONVEYOR FRAME 7400 X 1650 X RPH620
I cannot imagine how conveyor frame can be characterized by rotations per hour in the same line as the dimensions

revolutions per hour? In Dutch: omwentelingen per uur. Does this make sense in your context?
