@ Emmanuella Yes, there many types of "ground event" but in this ST you need a "ticket contract" so only some of them would be relevant.

This is obviously a fragment of some "privacy policy" of some company selling or only processing "ticket contract" (clue: mention of "legitimate interest" to keep some data), but without knowing for sure what's the business of this company, we can only keep guessing.

safe = make sure these "on the ground events", are "safe" (whatever is exactly the organisers' idea of "safety", better not start a long digression).

When it comes to selling tickets, "safety" in this text would in practice mean refusing to sell tickets to some categories of would-be buyers, for whatever reason.

Instead on dwelling on the best translation for "safe/safety", I would be tempted to use a workaround, like "en vue d'assurer le bon déroulement des événements".
