Silence keeper

"Silence keeper" is someone who doesn't say anything either because this person doesn't want to or because he/she was forced to keep silence. عقال is a word that has the same root as اعْتُقِلَ, we can also say اعْتُقِلَ لسانُه which means: his knotted tongue. So the best expression in my opinion to translate that is : Whenever silence keepers start singing ...
