I'm translating a residence registration certificate (свидетельство о регистрации по месту пребывания) and can't quite find the wording for the following sentence:
"Свидетельство выдано к документу, удостоверяющую личность"
The certificate accompanies the ID document? The certificate is only valid with the ID document?

Про то, что свидетельство действительно только с ним, речи не идет.
Например, при оформлении доверенности наши данные проверяются и записываются в доверенность, но предоставлять документы доверителя при использовании доверенности уже не надо. Соответственно "only valid if accompanied", на мой взгляд, не отражает действительности.
