I believe ICO is the Information Commissioner Office with data protection and information rights for individuals and organizations. They produce reports and statistics in connection with investigations and research results. Those can be useful if anyone requires legal assistance or case evidence. I think the words in the question should be 'Re-imaging I.C.O. service excellence', which suggest a new format of reports and statistics to show the work carried out by the information organization. (Neither 're-imaging' or 're-imagining' are used normally in writing. I suggest 'I.C.O. unveils rise' means that the I.C.O. organization reveals increases and trends which are on the uptake.
