Even though "Besa" as we (Albanian & Albanian speakers) know it to be and mean, context is paramount. My valuable colleagues above very rightly point out to the meanings of "Besa" and I also agree with their versions, but as I mention, context actually rules when we use any term/idiom/word. Besa is a very big word if taken apart, while in this case it is a mere "actually", "just". The phrase would be "I say let's just go", or "I say let's actually go".
