guidelines defining the organisatory duties of...
"Richtlinie" is most of the time guideline, "konkretisieren" could either be defining or clarifying and the organisatory duties are in my opinion a good way to translate "Ordnungspflichten". As for the business type itself, I wonder whether it is talking about "share shops" or "share service businesses". I prefer share shops, as we have them in the UK.
