Ah, if a date does not follow по состоянию, then
means something else.
I found a US govt glossary that defines it as \"on-condition operation\", a term with which I\'m unfamiliar. I found 42 hits
in Google for this term, including
www.avid.ru/?sub=&url=en-3-1-2-1-1-0

My original answer should have been \"IN operation/use as of\", but I changed it after
seeing the entire context. I presume you chose the second answer, but my
first answer is now being displayed as the selected answer

Vladimir Pochinov
: to operate "on condition": A vision at GE Aircraft Engines is that sometime down the road, and it might be 10 years away, airlines will be able to operate their engines "on condition."

meaning "as needed"? I've heard of fighters re-starting their engines after a flame-out but I'm not sure I want that to happen on a plane on which I'm flying! :-)
