This is about financing, the money handed over in different ways to public universities.
The C word is notroriously difficult to translate, and I'm wordering if 'open public competition' would be valid as a translation. My understanding is that the universities get bulk sums, then sums for specific items (particular to the circumstances of each uni, e.g. maybe a new lab or computers, etc), then COMPETE to obtain additional funds (i.e the C route).

I think your understanding is correct. It's just that 'public' and 'open' seems redundant.
