This is the most common collocation I think. If it was referring to "protestas ciutadanas", I'd probably say something with "protests", but here it's talking in more general terms.

Depending on the sender of the message...or writer and intention, it can be people protests or mass protests...supporters of Chavez would likely used people protests and the international/English speaking media would use mass protests.
