“na oko” means “ostensibly”, “on the face of it”.

So he’s saying that despite ostensibly being appointed to head the Prague office, he never got to work autonomously or take decisions on anything, i.e. he was manager in name only.

agree Jiri Lonsky : Curious gender disagreement in the source: while the speaker is a man, "vedoucí" in "pověřený funkcí vedoucí" is feminine. Masculine would be "vedoucího".
