De Blauwe Loper is an innovative cycle/footbridge in Groningen made with recycled concrete and the longest cycle bridge in Europe. I'm translating a brochure for the group that makes the recycled concrete. I can't seem to find an example of the combination "ligt uit voor".
The sentence is a section heading and nothing that follows helps. I'm thinking it could mean something like "stands out", "an outstanding example of" etc. but it's odd that I can't find any example of this word combination on the web.

Yes, it is a translation contest :-) I agree that this question isn't adding anything useful to the glossary. But it did solve a problem for the asker, because Barend explained the wordplay.

'De Blauwe Loper' is a name.
So basically it should not be translated.

It is more complex.
On the one hand you have the opportunity provided for concrete recycling.
On the other hand you have the construction of 'De Blauwe Loper', which is the cycle bridge.

Possibly they used 'blauw' in this case since it provides a new connection between Winschoten and Blauwestad.

Blauwe Loper
We leggen een nieuwe brug voor fietsers en voetgangers aan tussen Blauwestad en Winschoten. De brug wordt met 800 meter de langste fietsbrug van Europa. Op dit moment worden Blauwestad en het centrum van Winschoten gescheiden door de A7, het Oldambtmeer en het Winschoterdiep. De nieuwe brug voor fietsers en voetgangers zorgt voor de verbinding tussen Blauwestad en Winschoten.

You do roll out 'lopers' and + a little bit of imagination, 'rolling out' could then be understood in rolling out this bridge project. I won't convince you of course. :-)

New walkway lays out the "Blue Carpet" for concrete recycling

"De Blauwe Loper" is a footbridge for cyclists and pedestrians, so the pun is double: "Loper" as in "walker" and in "carpet". IMHO his can only be resolved to refer to both meanings, hence "walkway" AND "carpet" in the translation. Only referring to "carpet" omits the fact that it's actually about a walkway.

Given that concrete recycling (i.e. the use of concrete waste in the production of new concrete) is not widely practised yet, one could say that De Blauwe Loper helps pave the way for its wider adoption. 'Paving' and 'way' also tie in well with the fact that De Blauwe Loper is a cycle and footbridge.

Or stay closer to the source and translate as:
De Blauwe Loper rolls out the carpet (or: red carpet) for concrete recycling

Europe's longest cycle bridge marks a major advance in concrete recycling

The purpose of the headline is to tell the reader what the article is about.

The wordplay doesn't work in English, so there's no point trying to reproduce it.

Also, you shouldn't have to read the article to find out what De Blauwe Loper is. People are inherently lazy, and your job is to make the translation as easy as possible to read.
