This phrase appears in the "beoordeling" section of a judgment of the Court of the Hague in interim injunction proceedings (regarding trademark and copyright infringement), as follows:
1. Het enkele feit dat voor en belissing op die vorderingen ook een oordeel zal moeten worden gegeven over de overeenkomst, brengt ***naar voorlopig oordeel*** niet mee dat er sprake is van een geschil waarvoor de Nederlands rechter... geen rechtsmacht heeft."
and

As long as the translation clearly reflects that it is not a ‘binding’ verdict, you could go either way: opinion, finding, judgment, or even ruling.
A good example can be found here:
