In the context of a city tour it would just mean that the participants have the option to add an extra excursion, or visit to their tour. "extend their tour" is vague enough if you don't have more details

to walk an extra loop

Lots of walking routs are with loops where you end up where you started. So I suppose that's what it means.you might want to rephrase if you have been working with 'walkers'.
