Chairman's Message

In 1997, in response to a state Request for Proposal, a group of historic Medicaid providers (University of Louisville School of Medicine and the Medical School Practice Association, University of Louisville Hospital, Jewish Hospital, Norton Healthcare, Jefferson County Health Department and Louisville's two federally qualified health centers, Family Health Centers and Park DuValle) established University Health Care, Inc. (UHC) d/b/a Passport Health Plan. These providers contributed capital, assumed risk and selected an experienced Medicaid administrator (AmeriHealth Mercy Health Plan). A broad provider network was established and the Partnership Council was formed. This initiative was undertaken because of a long history of service and dedication to the Medicaid population, a commitment to providing superior health care, and the belief that this could best be accomplished by a provider-sponsored organization.

UHC exists today as one of few successful models of provider run Medicaid managed care and serves over 100,000 members in 16 counties. Our business is achieving stability with improved reserves and the first distribution of provider withholds scheduled for January 2000.
Genuine and substantial cost savings have been achieved for the Commonwealth of Kentucky, and the state is being credited and monitored nationally for the success of this innovative approach. A stable and broad network of providers have patiently shared the risks and inconveniences that are inevitable in a start up venture, all the while continuing to deliver superior care to the members of this plan.

UHC believes that medical care to members has substantially improved under the model. Member satisfaction is high, rates of Early Periodic Screening, Diagnosis and Treatment (EPSDT) and immunizations have increased. The Plan's focus is on preventive health and disease maintenance with many valuable services not available before such as a 24 hours a day/7 days per week nurse medical hotline, and the Mommy and Me prenatal program.

The UHC Board of Directors is passionately committed to the success of this program and looks forward to the opportunity to refine the benefits for members and providers.

Passport Health Plan, in conjunction with the Jefferson County Community Health Alliance and the Jefferson County Department of Health, recently received a grant from the Robert Wood Johnson Foundation to "seek, find, and enroll" children in the Kentucky Children's Health Insurance Program (KCHIP).
