I am not sure about what this term means.
In the source text, the following adjectives describe the air :

Je ne suis aucunement certain de ma traduction et suis très curieux de connaître le fin mot de l'histoire.
stack air (empilé ?!) s'utilise souvent pour un compresseur à bonbonnes l'une sur l'autre, ou bien un filtre de voiture "tuning" qui se pose sur le tube d'admission d'air.
La notion d'empilement est intimement liée au "sur", "dessus", d'où l'idée d'air de surface dans un langage un peu tech, surtout quand l'on voit que l'air de l'aire (sic) de travail est également mentionné.
Juste une supposition, voyons les autres

The source text is about environmental quality monitoring of workplaces.
The phrase "Stack emission sampling and continuous emission monitoring" appears a few lines after this - so it seems that they are talking about "émissions de cheminée".
