Clarification Sorry, Ingeborg. Here's a bit more: it's part of a "Corporate Announcement" in which the CEO lets employees know that in these tough times, they'll have to save and let people go. My guess is that with Management Committee he means all the "Führungskräfte". I found "functional leaders" used quite frequently as leaders of functional teams that were translated as Arbeitskreise. Could it be just simply Abteilungsleiter, Teamleiter?

I think that's the term they mean. not only the general management / committee made decisions, but the specialists for each area where also asked for their professional opinion. Good luck ;-).
