more often just referred to as "Kraftpapier" in German.
The combination with textile pleating is new for me (and I come out of the printing industry). So I am gfuessing that this is a kraft paper that is backed with textile and formed in pleats pleats. The only place I have ever seen such paper being used is with light shades.
It would be quite strong and maybe is also used for packaging.
