The idea is that those fast-growing markets - China India etc - presented untapped potential for GE to extend its activities there.
Immelt knew that GE had the edge in terms of manpower, yet was aware that the company needed to leverage its size and improve its ground operations. He and the leadership team coordinated the "troops" on the ground to make sure they were able to seize the opportunities for growth in those markets.
