I'm a bit lost. Can you paraphrase this for me, please?

yes, it does refer to the client. To be more accurate it referrs to the potential bussiness transaction that the client could provide you with if your referalls are credible enough to convince him/her (the client)

It means that it isn't enough to have a referral in order to do business with a certain client, but the referal in itself has to be credible, and as such there are 3 conditions that the referral has to fulfill... etc
