The context:

For example, a loyal customer leaving an overly positive Google or TripAdvisor review for their favourite local restaurant may not only impact upon that business’s reputation but also the reviewer, perhaps by being offered a discount or ‘freebie’ during their next visit.

My question:

Is the intended meaning that this customer leaves on Google/TripAdvisor a review about their favourite local restaurant?

Ahem ... an overly positive Google or TripAdvisor review may also be conter-productive.

A lot of people have wizened up to the amount of fake positive reviews (and also fake negative ones) that are littering the Web.

It's got so brazen that I saw once an ad in a local newsagent in London put by a local business paying a fiver if you leave a positive review for them!

If you want a sample, just take a look at the BB scores ...

@ Asker Note here that 'positive' review means not only that they leave a review, but specifically, that it is a favouravle one.

Yes, the customer writes a review

The customer leaves a positive review, and two things may result from this:

1. The business gains a good reputation among those who read the review.

2. The business is grateful to the customer for the good review, so they offer him a free or discounted meal the next time he visits.

Also note the phrase "overly positive," which means that the customer exaggerates a bit when writing the review, perhaps hoping to receive special treatment at the restaurant in the form of free or discounted meals.

I think it just means that the customer perhaps writes a better review than what is truly deserved with the hope that it might lead to special privileges at the restaurant.
