I believe that this may be "capitalised" - seems to specifically Belgian. I would like some explanation.

Accrued interest is interest due but not yet received. Deferred expenses are expenses that have been incurred but that do not apply, or do not apply in full to the financial year in which they were incurred. Both items are presented as assets in the balance sheet.
