This text sets out the specifications for a circuit, handling various gases, to be installed by the supplier.
At the start of a particular section of the circuit, in order to avoid dead legs, the client requires two manually operated valves 'avec compte rendu de position' to be installed. In the diagram, these two valves appear as standard manually operated gate valves, with no additional characteristics marked other than a four-digit reference.
I am having difficulty imagining what form a basic translation as 'record' would take as part of the valve itself, although I can see 'temperature/pressure/flow/speed/level recorder' in a list of commonly used abbreviations. I am also struggling to imagine how a looser translation as 'indicator' would offer anything helpful unless the valve position cannot easily be deduced from a quick glance.

This may be more just markings on a valve to indicate position. It could be a gauge of some sort or even a control device (see my references)
I suspect that it is one of these as even the simplest of valves normally already have some indication marker like "open" and "close" with arrows, or the words "on" and "off"

Acknowledgement of the ( required) position ; positional acknowledgement
'Compte-rendu' here isn't a record or report.It's mre an acknoledgement of the correct positioning of the device.

Typically, in automatic control systems and the like, a sensor indicates a value, or sends a signal which represents the value. Of course, in the present case, the sensor might not be electromechanical but just mechanical.

"Le compte rendu de position d'une vanne" is a simple indicator that checks that the valve is properly closed (in the example I've found). I understand in the attached document about Ariane 5 (rocket) that the indicator is situated at the valve outlet.
I'm no pilot but I think that there's some indicator of the like to control the landing gear of a plane. A simple "on/off" status" or a precise degree of opening or closing, this should depend on the type of indicator which is not described.
