There are a lot of google hits for Descriptive Summary.

IMHO I don't think there's any need to translate the "notice" part.

Perhaps you could add "Descriptive Summary of the Building" if it indeed concerns a building or "House". Just an additional idea !

you have mentioned that is is a construction contract, so it's perhaps more than a mere description

description of technical specifications

This is a term perticular to construction and somewhat misleading - from what I understand, the document is not abridged or a "summary", but rather a detailed technical specification.

La notice descriptive est un document technique, et comme tout document technique elle utilise des termes techniques.
Elle se compose de nombreuses pages qui sont véritablement indigestes à la lecture.
