I do think that algtranslator's contractor does the job here too, because if you've won the bid, you are the contractor !

I really appreciate everyone's help so far. Do you think that "workpackage" would work for "lot 1, 2, etc." or should I play it safe and stick to the more ambiguous "Lot"?

Licence holder

I'm totally guessing....

I know that a 'lot' can be a job in a contract - for example lots 1-10 would be jobs numbers 1-10. It literally means a batch.
I think that here it could be a licence - ie holder of licence type 1

but I'm guessing

Here you go, this is a really good link - it is about licences and in effect the 'lots' are like batches of permissions with each licence type, or that's what I understand!

I looked again and found this:

If this is a question from a tenderer prior to tender award, while the party concerned would eventually be the Contractor, "successful tenderer" can be said at this point.
