Block of numbers

IMHO this refers to the *proposal* that public service numbers will normally be allocated from a block beginning with a 1, so the various police or fire stations in a large city would look like this: 01 (for Vienna) 123456, 01 112223 etc. whereas 'normal' numbers might start with a 2: 01 234567. At the moment there is no such pattern for the allocation of numbers.
