Forzando i contenuti

Italian to English Social Sciences Journalism
Si parla dell'intervento militare effettuato il Libia nel 2011:

La caduta di Gheddafi nel 2011 è avvenuta a seguito di un intervento NATO, effettuato forzando i contenuti della risoluzione 1973/2011 del Consiglio di Sicurezza dell'ONU.

Come posso tradurre: forzando i contenuti?

Grazie mille!

stretching the intent of the original resolution...

io direi così, o per essere ancora più chiari

stretching the intent of resolution 1973/2011 out of its original boundaries
Peer comment(s):

agree Tony Keily : "Out of its original boundaries" doesn't sound so good - (you'd need to say something like "beyond its original scope", but this is understood in your proposed solution).

I like "beyond its original scope", and yes, that's what "forzare" means in this context
neutral philgoddard : No, it wasn't stretching anything.

"force" is a false friend. It means to put in action in English, while it means "to go beyond the boundaries" in Italian. Si dice "forzare una cassaforte", meaning breaking a safe.

enforcing

The resolution formed the legal basis for military intervention in the Libyan Civil War, demanding "an immediate ceasefire" and authorizing the international community to establish a no-fly zone and to use all means necessary short of foreign occupation to protect civilians.

neutral Isabella Nanni : and yet, the NATO forced, not enforced, the UN resolution, there's a difference. Enforce implicitly means the action is legal, "forzare" means it went beyond the initial legal scope

"Forced the resolution" doesn't make sense. And as my reference shows, it wasn't illegal.
disagree Tony Keily : There is nonetheless the need to translate the implication of brinkmanship suggested in the Italian use of "forzare": the implementation wasn't illegal but it resorted to a liberal interpretation, pushing the limits of legality.

forcing the contents

Forcing is synonymous with violating, then violating the rules written in the UNO resolution.
