Temos ali, numa mesma campanha, JK, o presidente “bossa-nova” cuja imagem ficou estreitamente associada ao Brasil moderno, tipificado pela arquitetura de Niemeyer (***comunista de carteirinha, diga-se de passagem***); Vargas, um dos políticos mais controversos de nossa história, ditador e “pai dos pobres” e, finalmente, um militar que, embora fosse pessoalmente contrário à deposição de João Goulart, surge neste contexto como uma figura um tanto sinistra que antecipa os desastrosos trinta anos da ditadura militar que estava prestes a ser instaurada.

The English-language phrase came into vogue in the United States during the 1940s and 1950s as a pejorative term for a sympathizer of Communism or particular Communist states, who was nonetheless not a "card-carrying member" of a Communist party.

Wilkerson used two different colors to identify two different levels of participation in Communism. "Red" indicated that the individual was a card-carrying communist. "Pink" meant that an individual simply had communist sympathies.

As a sentence adverb (i.e. modifying the whole rest of the sentence), I think they are essentially synonymous, Kedra, with 'incidentally' more formal: Incidentally / By the way, I met my ex-wife on the train yesterday
