I'm not sure of the exact meaning of this here:

'Acho que 1º deviamos abrir a conta a ordem do cliente para ao fazer a inserçao do nº de cliente associar logo os dados do proponente'

CONTA A ORDEM means deposit account. So the source text means "I think we should open a deposit account in the client's name in order to be able to insert the client number and link to the bidder's/proposer's data."
