If we talk about tenders (конкурсы), it would be better to use word dispute ; if we talk about court, it would be better to use word legal dispute.
so, the whole phrase I would translate like using legal disputes over dubious tenders.

ok, I see. may be using legal disputes violates over vacancies? I just don't like word "blocking" as it sounds like we translate football article :)
