This begs for a descriptive translation
The original term is very murky in Russian and would be absolutely incomprehensible for an English speaker. An American writing a similar text could be expected to give the paragraph a lower-key, catchy tag, like maybe "Precious Little Room at the Top" and then follow with a description of how there's an inverse relationship between the importance of personal values and their numbers. Still, that's not exactly what the original says and I do not know how creative you can or want to get with this.
Yet another solution would be to call it "Value Pyramid" and then follow with the rest of the translation. The food (nutritional) pyramid is an image most Americans (and hopefully other English speakers as well) can relate to fairly well. This could also be more appropriate here in terms of key and style.
