agree Pavle Perencevic : Da, za nonflammable i fireproof. Combustible znaci isto sto i (in)flammable (zapaljiv) ali ima i dodatno znacenje brzog sagorevanja (a combustible mixture). Sem toba, "poorly" ovde nosi negativnu konotaciju, sto ne mora da bude slucaj sa originalom.

agree Gabrijela : za izolacione materijale : non combustible, jer su oba svojstva u pitanju (nezapaljivost i slabo sagorevanje)

flame retardent materials

This is the only term I can think of, but note that it usually means that the material is specifically used to stop flames. I give this one medium confidence at best.

Problem is in English you can't use 'difficult' as an adverb. Maybe that's why in the below link they have just used the term 'difficult to ignite/burn'.

neutral Pavle Perencevic : Your explanation of "flame-retardAnt materials" is correct, but that's not what the asker needs. A fire retardant is a chemical used to stop fires from spreading.

I think this pretty much hits the nail on the head... Nonflammable, fireproof, flame-proof, hard-to-burn, difficult-to-burn are also ok...
