I understand it to mean decisions adopted by the whole school, based on what teachers have previously decided or suggested.

My take It can mean official or quasi-official resolutions/decisions by the school or education authority, or simply decisions made by teaching staff. It can also mean the (re)solving of problems (resolution of teaching problems)...

resolución : as mentioned and out of context, can mean at least three different things - adjudicatory, adminsitrative or judcial ruling as published in the BOE in Spain /Catalonia - Generalitat de Catalunya , institutional or government-level decision or settlement of disputes.

My hunch is that it refers to (capital 'R') Resoluciones del Gobierno de Cataluña.
