Tom, I rarely close a question early but in this case, as it is highly unlikely that there will be further entries and the references my colleagues have found, I thought it appropriate. Will keep your comments in mind in the future, however. Thanks for your input. :)

If everyone used your logic re closing early then no one would respect the recommendation. This is a participation stifler... and participation is what the Kudoz system is built on!

I'd go for "supervising body", as the ECHR is just that, and not a "mechanism" in the abstract
