My question is; can I use ""custodian" of the hazardous activity" as a translation of ""guardián" de la actividad peligrosa" in this context?

For UK law, what I see is that custodian is used in trust and banking contexts. Maybe I'm overthinking, as a definition of custody is "a person who has responsibility for taking care of or protecting something" but "custodian" sounds a little strange to me used in this way in UK English...
