Public Highway Insurance would connote roadworks.
I can't see that a motoring insurance can be taken out in the UK for driving around private property. See egen egendom below. Must be covered, though, by any public i.e. third-party liability ins. taken out.

In the US this would be liabilty insurance, but maybe you could alos say third party liabilty insurance. Gullberg mentions that.

I believe this is the fullcorrect phrase in UK and USA, and seems to be preferred term on EU sites.
